Bush was considering military action in Iraq in 2002, former Secretary of State Colin Powell is reputed to have explained a line of reasoning that many now refer to as, “the Pottery Barn rule.” The rule is pretty simple, and its nomenclature is a reference to certain retail store policies: You break it, you buy it.
